EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management for GS-0028, Environmental Protection Specialist Series) GS-12: One year of specialized experience equivalent to at least the GS-11 grade level. Examples of specialized experience includes, but is not limited to serving as a senior advisor to management on requirements of NEPA environmental compliance and planning; writing environmental assessments and scope of work, evaluating existing environmental conditions or releases to determine the correct regulatory approach for mitigation or remediation actions; dealing with multiple agencies at the local, state, tribal, and federal levels; synthesizing complex environmental information from a variety of sources for inclusion into documents readily understood by the public; conducting environmental training and presentations; understanding and incorporating management policies into completed documents; coordinating long and short term goals that incorporate multiple entities; coordinating with contractors to ensure all projects follow regulatory statutes and contracting requirements; incorporating both environmental and safety regulations; working as a multi-media remedial project manager for regulatory statues managed by federal, state, and tribal regulations. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). This position is located with the Bureau of Indian Affairs, Navajo Region in Gallup, New Mexico. The incumbent contributes to the mission and associated initiatives and responsibilities by serving as an expert in the reduction of environmental risk and liability utilizing environmental regulations and NEPA compliance.
