You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: – Functioning as a technical authority with responsibility for planning, formulating, implementing and evaluating effective business planning and use of non-complicated (firm-fixed price up to $6.5 million) contracted products and services to accomplish program mission requirements; AND – Coordinating with stakeholders throughout the development and delivery of the annual strategic acquisition plan; AND – Identifying the need for acquisition/procurement services to support the organization’s mission AND – Performing programmatic and acquisition-related pre-award activities and post award such as acquisition planning, requirements and requisition development, and technical evaluations; AND – Evaluating existing non-complicated acquisitions/procurement for performance, efficiency, value, and continuing need. For the GS-11, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: – Functioning as a technical authority with responsibility for planning, formulating, implementing and evaluating effective business planning; AND – Coordinating with stakeholders throughout the development and delivery of the annual strategic acquisition plan; AND – Identifying the need for acquisition/procurement services to support the Program Office mission; AND – Performing programmatic and acquisition-related pre-award and post activities such as acquisition planning, requirements and requisition development, or technical evaluations. OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. For the GS-09, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes: – Supporting the planning, formulating, implementing and evaluating effective business planning; AND – Identifying or supporting simplified acquisition/procurement services for Program Office mission needs, OR Education: You may substitute education for general or specialized experience as follows: master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-09 level for 52 weeks. For the GS-09 you must have been at the GS-07 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
