You are minimally qualified for the GL-07 level if you possess the following: A bachelor’s degree from an accredited college or university with superior academic achievement which is based on class standing, grade-point average (3.0 or higher), or honor society membership; OR at least one full year of graduate level education (i.e., 18 semester hours); OR combination of one year of specialized experience and a degree because of our qualifying ranking factor. Examples of specialized experience with the qualifying ranking factor of a degree is the following: – Knowledge of, and skill in applying, basic law enforcement functions such as investigation, enforcement, and/or compliance principles, concepts, and procedures; applicable Federal and or State laws and regulations; and practices common to business, public institutions, and other entities sufficient to: – answer questions about specialized programs, laws, or regulations; – provide responses to requests for routine case file information; – select, gather, and organize information from various sources such as databases, witnesses, informants, or Federal, State, and local agencies; – perform routine tasks to support the inspection, investigation, enforcement, or compliance process; – inspect documents for accuracy and compliance; – establish preliminary findings; and prepare reports. You are minimally qualified for the GL-09 level if you possess one of the following: A master’s or equivalent graduate degree (such as LL.B. or J.D.) or two full years of progressively higher graduate education, in a related field, leading to such a degree from an accredited college or university;?OR?have at least 1 year of specialized experience and a degree because of our qualifying ranking. Examples of specialized experience with the qualifying ranking factor of a degree is the following: – Applicants must have at least one full-time year (12-months) of specialized work experience in or related to investigations of criminal violations that provided the specific knowledge, skills, and abilities to successfully perform the duties of the position. – Qualifying specialized experience includes: – Analyzing raw investigative data and preparing comprehensive written investigative reports; – Investigating claims involving suspected crimes or alleged fraud, domestic violence, and felony level crimes; – Investigating criminal cases requiring the use of recognized investigative methods that may have included presenting evidence in court; – Conducting interviews that involved eliciting evidence, data or surveillance information; – Conducting criminal investigations requiring the use of surveillance, undercover or other criminal detection methods; – take statements from witnesses, third parties, and other knowledgeable persons; – research, analyze, interpret, and evaluate data and information to make appropriate recommendations; – Utilize digital evidence techniques to interrogate electronic media; – Experience in identifying hacking, intrusions, and nefarious activity on networks; – And investigating computerized businesses and/or accounting systems to form conclusions as to related criminal business practices and compliance with federal laws and regulations. You are minimally qualified for the GS-11 Level if you possess one of the following: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M.,?OR?have 1 year of specialized experience equivalent to the GL-9 level?OR?a combination of specialized experience. Examples of specialized experience with the qualifying ranking factor of a degree is the following: coordinate investigative activities with Federal, State, and local law enforcement officials; – conduct sophisticated surveillance; (Title III or equivalent) – ensure criminal cases are supported by evidence; – develop supportable federal cases for presentation and/or prosecution; – conduct investigations where significant difficulties are encountered; – select, adapt, and apply investigation and negotiation techniques; – interpret complex laws and regulations; – develop new approaches, methods, or procedures in data gathering and analysis techniques AS ; – recognize and resolve discrepancies and/or inconsistencies among findings; – obtain and/or reconstruct missing or withheld documents and information; – collect and confirm information from a variety of sources and methods, such as court records, databases, the Internet, newspapers, periodicals, and financial reports; and You are minimally qualified for the GS-12 Level if you possess the following: Have 1 full year of specialized experience equivalent to at least the GS-11 Examples of specialized Experience with the qualifying ranking factor of a degree is the following: – coordinate investigative activities with Federal, State, and local law enforcement officials; – conduct sophisticated criminal investigative surveillance on a federal investigation; – ensure felony criminal cases are supported by evidence in such cases as homicide, sexual assault, treason, and espionage. – develop supportable cases for presentation and/or prosecution in felony cases; – conduct investigations where significant difficulties are encountered; – select, adapt, and apply investigation and negotiation techniques in felony investigations; – interpret complex laws and regulations found in the UCMJ, Federal, International, and State laws; – Use advanced investigative techniques to gather, report, and report findings; – collaborate with federal law enforcement officers to address violations of federal law that led to arrests and prosecution – collect and confirm information from a variety of sources and methods, such as court records, databases, the Internet, newspapers, periodicals, and financial reports; and – prescribe corrective action or remediation in difficult and complex work assignments. You are minimally qualified for the GS-13 Level if you possess the following: Applicants must have 1 full year of specialized experience equivalent to at least the GS-12 level as defined above. Examples of specialized experience includes the following: – Mastery of, and skill in applying, laws and regulations to inspection, investigation, enforcement, and/or compliance work. Work at this level involves developing new techniques, legal processes and approaches, and requires mastery of advanced principles and concepts of a field sufficient to: – Develop agencywide policies, procedures, and strategies; – provide expert technical advice, guidance, and recommendations to agency management and other senior agents, officers, or inspectors on critical law enforcement operations; – make recommendations which change the interpretation of laws, lead to new case law decisions, or influence the development and modification of significant policies or programs; – plan the requirements for, set up, and manage large-scale and/or multi-jurisdictional investigations where methods are subject to changing legal admissibility; – collect and analyze operational and strategic intelligence from wide-ranging sources including Federal, State, and local law enforcement agencies, military departments, foreign governments, financial institutions, and technology companies; – develop new approaches in response to identified weaknesses and vulnerabilities of ongoing operations; or – solve problems demanding technologically advanced methods and innovative approaches – NCIS adheres to principles of equal opportunity in hiring.
