Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the DE-03 pay band (GS-13 equivalent ) level in the Federal service which includes: (1) Planning and/or directing comprehensive Human Resource programs at agency and major command levels; (2) Providing authoritative technical advisory services related to STRL demo or alternate demonstration pay systems; (3) Managing a full scope of HR functions to include at least two of the following areas: Labor Management and Employee Relations, Staffing/Recruitment, Classification, or Workforce Development; and (4) Supervising/Overseeing a subordinate staff of employees to support the organizations short- and long-term mission goals and objectives. You will be evaluated on the basis of your level of competency in the following areas: Decision Making Problem Solving Technical Competence Workforce Planning This definition of specialized experience is typical of work performed at the next lower pay band or equivalent grade/level position in the Federal Service DE-03 (GS-13 equivalent).
