To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement (IOR): The level of education and/or expereince reflected in one of the listed qualification methods. Transcripts are required with application and unofficial transcripts are acceptable. IOR Education: Degree in auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR IOR Combination of Education and Experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant’s background must also include one of the following: 1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or 2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. AND GS-12 Specialized Experience Requirement: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 11 grade level in the Federal service. In order to meet the minimum qualifications for GS-12, you must meet 3 of 5 of the following examples of specialized experience. Methods, theories and techniques of accounting and auditing Analyze accounting systems Modify and adapt conventional accounting Analytical techniques to sove accounting problems Develop or modify methods and techniques to resolve auditing problems GS-13 Specialized Experience Requirement: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 12 grade level in the Federal service. In order to meet the minimum qualifications for GS-13, you must meet 4 of 6 of the following examples of specialized experience. Plan, organize, and conduct timely execution of assigned nationwide and agency-wide audits Accounting, auditing, and financial management involving interfaces and interrelationships Plan, analyze, determine cost/benefit relationships Annual and long-range planning of VHA functions and influence VHA policies and legislative proposals Conducts audits in accordance with generally accepted Government Auditing Standards (GAGAS) Audit planning, conducting audits, and audit reporting You will be rated on the following Competencies for this position: Quality Management Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is normally sedentary with no special demands. This position is in the VHA Office of Internal Audit (IA) and is a member of an audit team responsible for executing Generally Accepted Government Auditing Standards (GAGAS) audits for VHAs internal audit program. This position is a key component of VHAs third line of defense, providing internal, independent, and objective assurance for management operations and clinical service.
