Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector reviewing program operations, processes, or requirements (e.g. problem resolution, improvement initiatives, workforce performance, schedules, cost estimation, budget planning, development and execution, contracting, manpower, resource allocation, risk assessments, or scheduling) to develop or recommend project plans or strategies for the design, development, modernization, maintenance, or construction of naval submarines.
