You must currently be an 1811 criminal investigator or military equivalent and have at least 7 or more years of experience as a criminal investigator (federal law enforcement officer) in the 1811 occupation series. NON-QUALIFYING experience includes: security details, intelligence analysis, corrections or guard duty, physical security, and military/security police officer. EXECUTIVE CORE QUALIFICATIONS: This is a position in the Inspector General Executive Service (IGES). The following qualifications are required to be addressed in a separate narrative response not to exceed 5 pages (one page per ECQ); however, the successful candidate should be capable in the following areas: Leading Change: Encompasses the ability to develop and implement an organizational vision, which integrates key national and program goals, priorities, values, and other factors. MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor’s Degree from an accredited college or university Current employment as an 1811 with the federal government or Military equivalent Must have 1 year of experience at the equivalent (GS-15) Director level and or 3 years at equivalent (GS-14) Manager level At least 7 years of professional Federal Law Enforcement experience with the federal government Must have experience supervising, managing, planning and conducting complex criminal investigations Must have received a satisfactory performance rating on your two most recent performance appraisals (FY 2022 and 2023). If a performance appraisal is not available, you must submit a written statement stating reason DESIRABLE QUALIFICATIONS Experience or knowledge of the Inspector General (IG) community Experience or knowledge of the Postal Service and its operation Graduate level education Applicants that do not meet the minimum qualification requirements will not be considered EVALUATION FACTORS (MANDATORY TECHNICAL REQUIREMENTS) You must have the experience, knowledge, and/or skills as listed in EACH of the evaluation factors. Include your major accomplishments relevant to the position requirements in your resume. Your resume MUST reflect that you have experience, knowledge and/or skills in each of the following Evaluation Factors listed below in a narrative response on the assessment questionnaire: Demonstrated experience supervising, managing, planning and conducting complex criminal investigations, specifically in the areas of procurement/contract fraud, public corruption, financial fraud, mail theft, provider/injury compensation fraud, and other types of employee misconduct investigations. Demonstrated experience functioning as a director or manager with responsibility for establishing work plans and/or directly supervising subordinate managers, investigators, and staff. Demonstrated experience with oversight of budget, training, performance management and strategic planning. Superior oral, written and presentation communication skills, with an ability to articulate and present ideas both to internal staff and external stakeholders. The USPS OIG is seeking a highly qualified executive management level applicant to fill the position of Executive Special Agent-in-Charge (ESAC), IGES Band within the Office of Investigations for the Mid Atlantic Area Field Office (MAAFO), located in Capitol Heights, MD or Lakewood, OH or Merrifield, VA. The Executive SAC serves as the principal advisor to the Deputy Assistant Inspector General for Investigations (DAIGI).
