Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. Specialized Experience: You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the next lower grade level in the Federal service, or comparable in difficulty and responsibility if outside the Federal service. For the GS-6: Specialized experience is defined as reviewing and processing a wide variety of recurring payroll transactions, and resolving problems within automated pay accounts related to payroll actions, regulations, policies and procedures. For the GS-7: Specialized experience is defined as reviewing and processing a wide variety of non-recurring military payroll transactions; determining entitlements; verifying all documents for propriety, completeness and accuracy; and resolving problems within automated pay accounts related to payroll actions, regulations, policies and procedures. For the GS-8: Specialized experience is defined as Investigating, resolving and/or identifying problems, errors and discrepancies within an automated military pay system; and reconstructing complex military pay histories to resolve pay and entitlements errors. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant’s background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
