To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience interpreting guidance and providing technical assistance to support grant program that comply with the laws, regulations, and formally established policies. Communicate with grants and/or financial assistance stakeholders at multiple levels to share information, provide feedback, explain decision-making, and respond to questions as required. Experience conducting grants and financial assistance policy analysis and make recommendations for improvements as needed. You cannot qualify on education at the GS-12; you must have experience. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience building partnerships with colleagues, offices that directly administer grants, senior leadership, and other internal and external stakeholders as appropriate. Experience analyzing grants related policy issues and developing recommendations for improvements as needed. Experience contributing to the development and implementation of grants and financial assistance policy to improve grant program administration. You cannot qualify on education at the GS-13; you must have experience. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience building partnerships with colleagues, offices that directly administer grants, senior leadership, and other internal and external stakeholders as appropriate to identify challenges and opportunities to improve the administration of grant program(s). Experience analyzing grants related policy issues, develop options, and recommendations for senior leadership. Experience leading efforts to develop and implement grants and financial assistance policy to improve grant program administration, including outreach and technical assistance to support implementation. You cannot qualify on education at the GS-14; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Grants Management Laws, Regulations, and Guidelines – Knowledge of the principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB Circulars) of grant or financial assistance programs, including their order of precedence. Creativity and Innovation – Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting-edge programs/processes. Stakeholder Management – Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative). Decision Making – Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Policy Analysis – Analyzing and evaluating grants and financial assistance regulations, principles, and policies; makes decisions or recommendations to interpret, implement, or develop policy and guidance. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This position is in the U.S. Department of Transportation (DOT), Office of the Secretary (OST), Office of Grants and Financial Assistance (GFA).
