GS-11: To be eligible at the GS 11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, or a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS 9 level. Specialized experience is defined as experience preparing and processing travel vouchers and authorizations; reviewing and approving specific travel authorizations; ensuring that travel requests are submitted for approval and processing of reimbursement for official travel; using financial system travel module and/or web-based travel system; reviewing, coordinating, obtaining approval for, and processing all permanent changes of duty station and relocations; developing and assisting in the presentation of travel- related training programs. or Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. or Combining Education and Specialized Experience: Combination of specialized experience and successfully completed graduate education, which when combined equal 100% of the requirements. (Only graduate education in excess of 2 full years is creditable). GS-12: To be eligible at the GS 12 level, you must meet the specialized experience defined below. Specialized Experience: One full year of specialized experience equivalent to the GS 11 level. Specialized experience is defined as experience preparing travel authorizations and vouchers and advising office travelers of policies, regulations and relocation procedures; confirming financial and managerial data is valid and reliable in order to prepare travel reports; participating in resolving technical and functional problems in travel automated systems while serving as a liaison between users and operations staff; preparing duty orders domestically and internationally including obtaining diplomatic passports/visas; participating in meetings, briefings, and conferences and as needed presenting program Information related to travel. . Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
