In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing a high degree of analytical skill in identifying the means for, and the problems involved in, obtaining the financial and human resources needed to complete the mission. Knowledge of personal computer equipment, internal computer processes, application and utility programs, a wide range of analytical and diagnostic methods, procedures, and implement procedures to allow for partial use until problems are resolved, the capabilities and limitations, peripheral equipment, word processing and other standard office automation software, web page maintenance, automated data processing and networking standards, policies, and techniques to provide a substantial range of technical support and assistance to users of personal computers in the unit. Knowledge of directives outlining the safeguarding of sensitive and classified material and organizational procedures for the sorting, collection and delivery of official mail. Knowledge and skill in applying basic arithmetic to verify figures in requests for allotments, to determine availability of funds, and to enter and maintain account balances to reflect funds available and/or expended. Skill in troubleshooting and resolving problems with information systems equipment located in the organization to include computers, scanners, laser printers, color printers, modems, terminals, system file servers, and video teleconference equipment. Skill in diagnosing and resolving problems with telecommunications and Network systems to carry out assignments which may not be typical in nature and require adaptation of standard procedures and established practices to ensure a positive outcome. Skill in preparing and maintaining a variety of financial records (e.g. budget requests/justification, unfunded requirements, contracting documents, expenditure documents). Ability to research, write, edit, and publish memorandums, letters, announcements, regulations, and publications and instructions. OR EDUCATION: Successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: have less than the full amount of specialized experience described in the job opportunity announcement; at least one year of progressively higher-level graduate education but have not obtained a master’s or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of Air Force, DoD, AFOSI, and federal financial, personnel, logistics, communications, computers, and information management processes. Manages network configuration and functioning to ensure access to sensitive data with limited exception. Requires current 8570 Security + certification. Knowledge of personal computer capabilities and limitations, peripheral equipment, software configuration, and DoD and Air Force automated data processing and networking standards, policies and techniques to provide a substantial range of technical support and assistance to users of networks and personal computers in the unit. 3. Knowledge of extensive body of rules, procedures, policies, and processes covering the review, validation, and submission of a wide range of funds management and financial transaction under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents and reports. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to analyze personnel records to extract pertinent information and to determine other leads necessary to obtain information. 5. Knowledge of handling evidence for criminal investigations to include documentation and chain of custody, and knowledge of concepts and fundamental principles that describe and guide proper employment of investigative services required to protect Air Force and DoD assets worldwide. 6. Ability to communicate effectively both orally and in writing, train users, and provide assurance to customers PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. AFOSI funds management is a particularly sensitive program since funds are closely monitored and used for authorized expenses in support of the AFOSI investigative mission. The legal requirements for managing Advance of Funds (confidential funds) are stringent and subject to severe legal sanction if not handled properly. Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sept 96. Employees must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01- M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
