Minimum Qualifications Requirement:GS-05: To qualify for the GS-05 you must possess three years of general experience, one year for which was equivalent to at least the GS-04 grade level in the Federal service. General experience includes; assisting with basic review and analyses of functions and programs; managing records and forms for an organization or assisting with manpower data and review of operations in regard to efficiency and effectiveness. The work performed involves simple activities such as support, and clerical functions comprised of repetitive tasks and processes. OR Education Substitution: Four-year course of study leading to a bachelors degree. OR Combination of the experience and the education described. Specialized Experience for GS-07:To qualify for the GS-07 grade level, you must possess at least one year of specialized experience, equivalent to the Federal GS-05 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, examples of specialized experience includes; providing advice and support to management and program officials on the interpretation of regulations and guidelines and their application to problems; creating management surveys, organization studies, management improvement, and other advisory services, or analyzing and evaluating programs, policies or regulations to ensure compliance. OR Education Substitution: 1 year of graduate-level education in a related field. OR Superior Academic Achievement: To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society. OR Combination of specialized experience and education: Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience for the GS 09:To qualify for the GS-09 grade level, you must possess at least one year of specialized experience, equivalent to the Federal GS-07 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, examples of specialized experience include: performing assignments, projects, or studies, related to administrative business operations and programs; applying analytical and evaluative techniques and skills to the identification, consideration, and resolution of issues or problems of a procedural or factual nature or producing a variety of technical and narrative reports to document planning and application work based on acquired knowledge. OR Education Substitution: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B., or J.D., if related. OR Combination of specialized experience and education: Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. This is a developmental position. The incumbent serves in an entry level position and is responsible for supporting higher graded specialist by interpreting regulations and guidelines pertaining to various Farm Production and Conservation (FPAC) programs missions and goals.
