In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) Administrative and Management Positions, GS-0018, Safety and Occupational Health Management Series. OPM Safety-and-Occupational-Health-Management-Series-0018 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of safety principles, concepts and directives related to aviation safety for manned and unmanned vehicles. Knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of aviation safety requirements sufficient to plan, direct, coordinate, and evaluate a diverse aviation program and advise key managerial personnel on courses of action affecting facility operations, work operations, work processes, human machine relationships, etc., which impact on the safety and efficiency of personnel, as well as on preservation of government property and equipment to recommend substantive safety program changes or alternative management techniques or administrative procedures critical to the resolution of flight safety problems within the wing; to advise lateral staff agencies, wings, and higher headquarters in regard to all aspects of the JBMDL flight safety program; and to plan, organize, coordinate and evaluate the implementation and execution of flying safety programs for the wing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of Air Force safety principles, regulations, and standards in aviation, occupational, and weapons safety disciplines; specific/in-depth knowledge of flight operations and the aeronautical discipline. 2. Knowledge of the requirements, methods, and techniques of flight mishap/accident investigation, analysis, resolution of routine safety problems, and reporting procedures. 3. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. 4. Broad knowledge of Air Force operations to include both industrial and administrative functions. Broad knowledge of Air Force Risk Management principles, regulations, and standards. 5. Skilled in understanding risk assessment methods and techniques for evaluating high and low safety risk areas and operational processes/procedures pertaining to daily operations to include ground, flight, weapons and launch safety elements. 6. Ability to lead, plan, organize work, and meet deadlines; as well as communicate effectively, both orally and in writing, in responding to work related problems and questions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The primary purpose of this position is to Oversee and manage the installations flight safety program and perform work in a broad range of flight safety program elements, such as inspections/surveys, evaluations, mishap investigations, and safety training. Individual will also serve as 305th Air Mobility Wings Aviation Risk Management Functional Area Manager.
