MINUMUM QUALIFICATION AT THE GS-11 GRADE LEVEL: SPECIALIZED EXPERIENCE: one year of Federal service equivalent to the GS-09 level which includes: 1. Providing management support for installation programs to determine planning and improvement, 2. Assisting management in support functions for supply, budget, and personnel, AND 3. Gathering information to assist management in reporting on installation programs. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree (NOTE: You must attach a copy of your transcripts for verification). OR I have less than one year of specialized experience and I have less than the required education. I have computed the percentage of the requirements and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.) MINUMUM QUALIFICATION AT THE GS-12 GRADE LEVEL: SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: 1. Implementing policies and procedures related to productivity, quality management, and organization improvement to support installation programs, 2. Monitoring organization processes to evaluate programs and improve program performance, AND 3. Initiating organizational improvement processes to provide new and improved programs for installation support. In order to qualify at the GS-12 grade level, you must qualify on experience alone. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications Customer Service Manages and Organizes Information Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-11 or GS12 grade level respectively.

About the Position: Serve as a Staff Advisor to plan, develop, monitor, record and report the implementations of plans, policies, and procedures for Garrison related programs. Exercise procedures to improve productivity, quality management and organization improvement for situations crossing all Garrison programs.
