PROGRAM ANALYST (PURCHASE CARD)

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting studies/research/trend analysis/program assessment/quality assurance. Experience communicating effectively across various levels of personnel from trade persons to technicians to higher leadership. Experience interpreting financial regulations and policies. Experience managing purchasing/financial requirements for a department or area. Experience with writing/editing practices and proper attention to detail Experience understanding core material and supply principles, as well as DOD specific supply and material policies, procedures, regulations. GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting Government Commercial Purchase Card regulations and policies. Experience applying policies and procedures pertaining to Purchase Card functions and process procurement/contracting purchase knowledge. Experience assembling, correlating and analyzing data, drawing conclusions and making comparisons when evaluating data. Experience in all aspects of Project Management. Experience applying education and training principles, techniques, and practices Experience utilizing all Shipyard Management Information Systems (MIS) software relative to the Purchase Card Program, the Vendor Payment System (i.e., Material Management (MM) system; Material Disbursement (MD)) systems; Job Order Cost Accounting system, and the issuing bank systems.
