GS-11 Level: You may qualify at this grade level by meeting one (1) of the following below: Specialized Experience GS-11 To qualify for the GS-11 grade level, you must possess the specialized experience at the GS-9 grade level in federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Having knowledge and practical experience in the oversight of DHS Intelligence, counterintelligence and intelligence-related activities. Knowledge of the National Security Act of 1947, as amended; E.O. 12333, and other authorities addressing intelligence collection, processing and analysis. Knowledge of Congressional IO procedures; DHS policy; and applicable case law. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. -OR- Substitution of Education for Experience You may substitute education for experience at this grade level by possessing one of following: Ph.D. or equivalent doctoral degree 3 full years of progressively higher-level graduate education leading to such a degree LL.M., if related -OR- Combination of Education and Experience You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 36 graduate level credits). NOTE: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for the next grade level. You must submit a copy of your transcripts for review. Specialized Experience GS-12 To qualify for the GS-12 grade level, you must possess the specialized experience at the GS-11 grade level in federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Having advanced experience in intelligence collection, developing and issuing intelligence oversight policy and guidance Complying with laws and regulations along with understanding the DHS Intelligence Enterprise Knowledge of the President’s Intelligence Advisory Board (PIAB), Intelligence Oversight Board (IOB) and other entities of the Intelligence Community NOTE: Your resume must explicitly indicate how you meet the requirements for the grade level above, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. Specialized Experience GS-13 To qualify for the GS-13 grade level, you must possess the specialized experience at the GS-12 grade level in federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Having expert experience in developing and issuing intelligence oversight policy and guidance to DHS intelligence components Conducting rigorous and independent evaluations of DHS organizations that engage in intelligence activities Developing Intelligence Oversight training programs Expert knowledge of homeland security intelligence and/or counterintelligence operations and processes Mastery knowledge of the National Security Act of 1947, as amended; E.O. 12333, as amended; other authorities addressing intelligence collection, processing and analysis Knowledge of Congressional IO procedures; DHS policy; and applicable case law NOTE: Your resume must explicitly indicate how you meet the requirements for the grade level above, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Privacy and Intelligence Oversight Branch. The purpose of this position is to assist the DHS Intelligence Oversight (IO) Officer in providing oversight of all DHS intelligence activities to ensure compliance with laws, regulations, policies and standards of propriety. Non-BU: This is a non-bargaining unit position.
