EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170). GS-12: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). Specialized experience include: 1) Managing a complex Real Estate Services Program to include (personnel, workloads, budgets, and procurement); 2) Providing technical guidance on real estate actions including rights-of ways, land acquisitions, disposal, tenure, sales, and permits and/or leases, to optimize use of trust real property resources; 3) Directing a Real Estate Services Program involving Indian trust lands that include negotiating complex leases and other land use documents for residential, agricultural, commercial, and industrial purposes; and 4) Implementing a Real Estate Services Program procedures to improve organizational performance of real estate functions. This is a supervisory position. Position meets the definition of Supervisor in 5 U.S.C. 7103(a)(10), but does not meet the minimum requirements for application of the General Schedule Supervisory Guide. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
This position is located with the Bureau of Indian Affairs, Western Region, Tohono Oodham Agency, Office of the Superintendent, Branch of Real Estate Services in Sells, Arizona. Recruitment or relocation incentive may be authorized for highly qualified applicants. A service agreement will be required.
