Mandatory Requirement: Recognized expert on Europe and knowledge of the IC’s l analytic community following Europe. Superior ability to direct interagency, interdisciplinary IC teams against a range of functional and/or regional analytical issues. Superior interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects. Expert ability to work with and fairly represent the IC when analytic views differ among agencies. Superior communication skills, including ability to engage openly with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, to give oral presentations and to otherwise represent the NIC in interagency meetings. Superior leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support professional development of all levels of personnel. Superior critical thinking skills and the ability to prepare finished intelligence assessments and other written products with an emphasis on clear argumentation, organization, concision, and logical presentation. Guide development of strategic plans (Unifying Intelligence Strategies and CT Intelligence Plan), evaluation of plan effectiveness and Community performance, and development of performance and resource recommendations to support the Community’s overall attainment of the U.S. Government’s strategic objectives. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligences (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
