Group Coverage Qualification Standard for Professional and Scientific Positions: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the nuclear certification processes IAW AFI 63-125 and ability to incorporate relevant knowledge of applicable building codes, military engineering standards and governing documents as well as knowledge of the deviation process for any facility design deficiencies. Must be able to understand and interpret technical documents, engineering drawings, and project schedules. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs/projects of marked difficulty, responsibility and significance. Knowledge of the mission, roles, functions, organization and operation of the DoD, Air Force, and nuclear deterrence related organizations that govern, interface with, and/or influence acquisition of MILCON facilities, their development, certification and/or sustainment; and related knowledge of planning, programming and budgeting cycles, financial systems and restrictions on expenditure of funds. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting unique Air Force nuclear weapons-related MILCON facilities being developed, and in planning, organizing, and directing the functions and staff in critical aspects of acquisition and sustainment. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of stakeholders and their organizations as well as communicating effectively, both orally and in writing. Ability to plan, organize, and direct the functions of various teams. Ability to mentor, motivate and develop personnel as well as analyze, plan, and adjust work operations to meet team and individual project requirements, goals and objectives within available resources and other statutory/regulatory constraints.
