The Office of Personnel Management’s (OPM’s) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA’s) to perform successfully the duties of the position. Specialized experience for this position is defined as: 1) Analyzing evidence (medical, benefit and/or legal documents); 2)Developing case file records and reports to support claim decisions; and 3) Interpreting and applying laws, regulations and official guidance sufficient to evaluate the adequacy of collected information to determine claimant eligibility for benefits and services. OR Applicants may substitute education for experience at grade GS-11. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. OR Applicants may combine education and experience to qualify for grade GS-11. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant’s total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant’s education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
The Military Services Coordinator (MSC) is in the Regional Benefits Administration (VBA) Regional Office (RO), out-based office location, military installation. The MSC explains benefit programs and entitlement criteria, analyzes claims materials, identifies issues, gathers evidence, conducts interviews, adjudicates claims, and inputs data necessary to generate the award and notification letter to the Veteran describing the decision and reason for it.
