GS11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 grade level that is equivalent in difficulty and complexity as indicated by meeting all the following examples: Applied knowledge of natural resource programs, including: cultural resources, threatened and endangered species, geology, hydrology, soils, range conservation, and wildlife to ensure an integrated analysis is performed and logical cause and effect relationships are supported; Used planning systems and National Environmental Policy Act (NEPA) analysis processes to ensure documents are produced according to Federal standards; Experience with Federal policies, goals, programs and interrelationships of these programs, techniques and practices which can be used to secure public involvement and input in Federal land use planning and National Environmental Policy Act (NEPA) programs and to train other resource specialists. -OR- Education: I possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. – OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS-12-Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) leading resource management activities in accordance with environmental laws; (2) utilizing natural resource laws and regulations to write and analyze planning documents; (3) coordinating the planning of National Environmental Policy Act (NEPA) programs; and (4) conducting technical presentations related to land, environment, natural resources, and/or land usage. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is primarily sedentary and does not require unusual physical activity or demands. On occasion may require walking over rough, uneven or rocky terrain during periods of extreme temperatures. May be required to drive two or four wheeled drive government vehicles over tarred, gravel or dirt roads. Work Environment: The work environment involves everyday risks and discomforts that require normal safety precautions typical of office, meeting and training room, and outdoor desert settings.
