GENERAL EXPERIENCE: The following seven basic qualification competency factors are applicable to the Series GS-0201 career levels: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Must have at least one year specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Skilled in providing labor and employee management advisory services and technical program guidance. Incumbent performs, advises on, and administers work, which involves a variety of labor and employee management processes. These include negotiation procedures and techniques, legal research, program and situational analysis, conflict resolution, oral and written presentation skill utilized in presenting case material, and case management matters related to conduct, performance, attendance and dispute resolution. The position is involved in disciplinary matters and adverse actions. Must have a broad knowledge of HRM concepts and principles to provide a narrower range of more specialized services in labor and employee relations.
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (LABOR RELATIONS/EMPLOYEE RELATIONS), Position Description Number T5415000 and is part of the MS JFH MS HR, National Guard. This position is located in a State Human Resources Office servicing both Army (ARNG) and Air National Guard (ANG) full-time personnel.
