Specialized Experience Requirement: For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level. Specialized experience is defined as majority of the following: Extensive knowledge of special uses management; Administered aspects of the special use program for a variety of uses, which includes screening proposals, processing applications, or issuing authorizations; Well versed in laws, regulations, and policy related to special uses management; Provided technical advice and training on complex or controversial cases to field staff, including authorized officers; Effectively communicate with leadership, field personnel, and authorization holders or their representatives; Proficient with the Special Uses Data System or similar system, including the application, authorization, billing, reports and user view functions. OR Posses a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR Posses an appropriate combination of specialized experience and graduate level education (beyond what is required for a master’s degree, i.e., more than 36 semester hours leading to a Ph.D.). Examples of specialized experience are: described above For the GS-12 level: Applicants must have One year of specialized experience equivalent to the GS-11 grade level. Specialized experience is defined as majority of the following: Administer special use authorizations (permits, term permits, leases, and/or easements) for a various activities, including recreation residences, linear rights-of-ways, electric power lines, gas pipelines, outfitter/guides, campground concessions, recreation events, and communications uses; Provide technical assistance to program staff or line officers and their associated specialists regarding complex land use authorization practices and procedures; Assist forest personnel in resolving problems or misunderstandings in the use of Special Uses Data System or similar system that include instruction on use of appropriate land use authority citations, fee calculations, and authorization formats to assure conformance with applicable policy and processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
This position is with the Washington Office, National Forest System, Lands, Minerals and Geology Management Staff. This position includes identification and development of policies, standards, methods, and procedural needs for a new digital interface for applicants requesting special use authorizations.
