Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For the GS-15 level: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that demonstrates: Managing, directing, supervising, staffing, coordinating, and evaluating office and program functions and activities. Managing the development of an organization’s positions for use in regulatory harmonization efforts that impact food safety related issues and policies in the international arena. Developing and implementing plans around outreach, communication strategies, and other cross-cutting activities in the international food safety arena. Authoring and presenting comprehensive briefing memos, action plans, guidance, and other reports documenting policy options or major analyses on topics related to international food safety. Developing and directing the implementation of program and administrative policies, goals, objectives, and priorities. Facilitating coordination and communication, through the use of tact and diplomacy in dealing with others. Using judgement and integrating new developments to solve problems and make recommendations that result in program changes to the development of (or change to) public policies or programs in the international food safety arena. This position is located in the Office of International Coordination. OIC coordinates international activities within FSIS and is the FSIS point of contact for foreign and U.S. federal agencies for those activities. It represents FSIS on trade agreement negotiations and international bodies. It ensures FSISs international and domestic policies are coordinated and consistent with international trade agreements, and it ensures FSIS policies and procedures are communicated to foreign countries.
