Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. **AND** In addition to the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing or applying a mastery and skill in database queries (SQL and noSQL), database theory, database design, the Relational Database Management System (RDBMS) (e.g., Microsoft SQL Server), routine maintenance, recovery, handling failover of a database, DoD standards for securing data throughout the lifecycle (creation, in transit, storage, in use, and disposal), data warehousing solutions (cloud and on-prem), ETL tools, APIs, programming (e.g., Apache Spark), data science algorithms (machine learning and AI) and data structures, and data cataloging methods. Experience applying a mastery and skill in business process engineering concepts: and methods sufficient to lead/conduct studies designed to identify potential improvements in the way information technology is applied to key business functions. Requires gathering and storing data, usually in its original form (i.e., raw data); processing and converting raw data into clean, organized information; developing tools and processes for analysis; applying various tools and techniques to produce findings and insights from structured and unstructured data. Experience determining the most appropriate principles, practices, and methods to apply in all phases of assignments, including the approach to be taken, degree of intensity, and depth of research in management advisories. Experience interpreting regulations on initiative, applying new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolving most of the conflicts that arise.
