To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-13, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing and managing the VHA national implementation of all conference compliance processes. Representing and providing the visualization and direction of the Director relative to all conference compliance processes, including processing of all conference requests with VACO, VHA, VHA and VA Offices. Managing, directing and coordinating program office functions related to the VHA Conference Policy Compliance and other shared compliance services; and serving as a primary link between stakeholders related to the implementation of conference policy issues and overall education support activities. Overseeing all work assigned to the staff supervised, to include the conference policy implementation and oversight, Graphic Artists, 508 Specialist, Contracting Officer Representatives (COR), and Veterans Affairs Knowledge Network (VAKN) specialist. Providing leadership and collaboration in developing and deploying learning programs and services to execute the organizations strategy through planning, organizing, monitoring, and adjusting activities, based on congressional mandates. Providing assessments and recommendations for policy, operational and administrative issues, and initiatives relative to conference policy and other support matters. You will be rated on the following Competencies for this position: Technical Competence- Skill in providing professional education leadership, management and program support in a variety of areas to include strategic planning, performance metrics, human resources management, information technology, financial management, customer service and quality improvement. Supervision- Ability to supervise work activities and professional development of subordinates in order to set priorities, assign and evaluate work; including developing subordinates for increased responsibility and succession planning. Communication- Ability to communicate effectively both orally and in writing in variety of situations in order to deal confidently and effectively with diverse officials on a variety of issues. Program Evaluation and Analysis- Knowledge of and ability to use a wider range of qualitative and quantitative methods to evaluate and assess complex education processes, solve problems and improve program efficiency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed while sitting at a desk, at conferences, briefings, meetings, in classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work also involves travel and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs. The primary purpose of the ILEAD Associate Director for Conference Policy and Shared Services position is to manage, direct and coordinate ILEAD/VA Central Office functions related to the VHA Conference Policy Compliance and other shared compliance services; and to serve as a primary link between the Chief Learning Officer (CLO), other executive staff and key offices within VA, related to the implementation of all conference policy issues and overall education support activities.
