In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. NOTE: You must submit a copy of your transcripts with your application. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes broad professional knowledge commensurate with or equal to that found in Department Chair functions found at any accredited two or four year college or university; expert knowledge of a wide range of theories, principles, concepts, standards, and methods of discipline sufficient to carry out difficult and complex academic processes and work assignments; thorough knowledge of Air Force enlisted technical training and education program processes and operations, AAS degree program models and other academic credentials offered by CCAF, and applicable objectives, policies, procedures, and requirements to administer comprehensive accredited academic programs and student education support services; extensive knowledge of typical accredited college and university educational systems and degree program models, and operations to support applicable objectives, policies, procedures and requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of Air Force education programs, civilian colleges and universities educational systems and degree programs, CCAF AAS degree programs and other academic credentials, and formulation and award of collegiate academic credit. Includes comprehensive knowledge and understanding of the Air Force and Department of Education regulations, civilian education system, academic and specialized accreditation standards and requirements, authority and goals of the National Defense Authorization Act (NDAA), and Air University. Knowledge of operating military education and AAS degree programs and applicable objectives, policies, procedures, and/or requirements in parallel business and industry organizations to administer comprehensive education and training programs and education support services. Includes the knowledge of concepts, procedures, guidance, and policies that govern the administration of the area of responsibility in order to develop, maintain, and improve degree programs. Professional knowledge of education theories, principles, procedures, and practices of Air Force and civilian technical education, secondary, adult, and continuing education as well as an understanding of specialized guidance and counseling methods and techniques to successfully advise individuals regarding educational, vocational, and career needs and opportunities and to develop, manage, administer, and sustain an accredited degree program. Also includes knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community). Thorough knowledge of Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), Principles of Accreditation, and various types and levels of accreditation (academic and programmatic or specialized). Knowledge of military and civilian occupations, occupational trends, and the physical, mental, educational, and experiential requirements of various occupations applied with a knowledge of educational institutions and their curriculum and programs to make appropriate recommendations. Skill in the optimal use of proprietary and generic office automation software, database programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, queries, and graphs. Ability to accurately gather, input, extract, analyze, review, evaluate, and report data pertaining to education programs. Knowledge of budget regulations and procedures to administer civilian training funds and forecast and oversee resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, diplomacy, and respect. Work harmoniously with all levels of personnel in dealing with HQ/AF and MAJCOM staff, CCAF leadership and staff, subordinates, E&TS staff, and students. Ability to lead, inspire, motivate, and guide others toward organizational goals achievement. Leadership ability, including the ability to coach, mentor, and challenge subordinates: ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust openness, and respect for individuals by applying these values to daily behaviors.
