EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0028-12). GS-12 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector. Specialized experience is defined as: Demonstrates performing analytical duties associated with the planning, development, execution, and review of environmental policies and procedures pertaining to the National Environmental Policy Act (NEPA); using analytical techniques to modify or adapt established environmental protection procedures; performing site inspections to make an assessment to identify issues/barriers to project development; writing various reports such as environmental assessments, environmental impact statements, biological assessments, and categorical exclusions; recommending corrective/mitigation action or procedures for compliance. Preferred Experience: Applicants with 5 to 7 years of experience in NEPA, wildlife, or rangeland management is preferred. Experience that included work in the planning, coordination, direction, execution, and evaluation of a Regional or Agency environmental and cultural resources management program. Experience in National Environmental Policy Act (NEPA) to effectively and authoritatively serve as the Agency’s clearance officer for Federal compliance on issues with NEPA and the laws under its umbrella, including but not limited to, the National Historic Preservation Act (NHPA), Archaeological Resources Protection Act (ARPA), Clean Air Act (CAA), Clean Water Act (CWA), in order to facilitate preparation, processing, and review of draft environmental assessments(EAs) and environmental impact statements (EISs), and ensuring alternatives to the proposals and evaluation of impacts were adequately addressed and mitigative measures were carried out. Natural Resource experience sufficient to facilitate review of biological assessments for the purpose of complying with the Bureau’s responsibilities under the auspices of the Endangered Species Act (ESA). All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
