In order to qualify, you must meet the education and/or experience requirements described below. For the CP-14: Incumbent must have at least 52 weeks qualifying for the CP-14/Senior Executive Service level with one (1) year of specialized experience equivalent to the next lower grade CP-13/ GS-15. Specialized experience is defined as 1) Comprehensive and extensive knowledge of program evaluation and measurement technics to perform workforce planning. 2) Expert knowledge of statistical theory and techniques, methods, principles, workforce modeling, projections, and procedures coupled with skill in developing problem-solving methods. 3) Thorough knowledge of Federal procurement laws, policies, and regulations, as well as experience developing operational policies and standard operating procedures. 4) Experience managing budget operations, including budget formulation and execution.
