In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as leading water reuse efforts by providing advice, direction, solutions, and project oversight; experience with the Clean Water Act, Safe Drinking Water Act, and water reuse policies, programs or initiatives; and experience implementing new and existing approaches to water reuse. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Skill in interpreting technical, cost, and engineering/scientific data. Skill in conducting studies, analyzing complex variables that affect the development, interpretation, and implementation of public water reuse projects. Ability to work with a team of technical experts. Skill in oral communication. Skill in written communication. Skill in developing and presenting information, including technical reports, scientific reviews, and peer-review publications, to technical audiences. Knowledge of appropriate management practices including water reuse monitoring strategies. Skill in assessing the strengths and weaknesses of international, federal, state, and local fit-for-purpose specifications. Skill in assessing the performance and efficacy of water treatment technologies. Knowledge of the Clean Water Act, Safe Drinking Water Act, and water reuse policies, programs or initiatives. Skill in designing and developing effective communication and outreach tools that demonstrate performance and progress. Ability to evaluate the effectiveness of policies and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
