Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: General knowledge of DCSA and national intelligence programs, as well as the respective collection responsibilities of the Intelligence Community’s various organizational elements. General knowledge of laws and regulations relating to Federal and DoD personnel management, supervision and leadership. Knowledge of and experience in policy development as well as the ability to innovate new automated methods, techniques and processes needed to respond to evolving circumstances. Executes a broad range of program and project management functions that support the development and delivery of Counterintelligence & Insider Threat training and education learning solutions. Knowledge related to the PPBE cycle and relationships between the program budgeted, and the agency program objectives and policies, to assess the appropriateness of short- and long-term financial goals. Incumbent will serve as the Business Portfolio Manager supervising a diverse team of portfolio managers leading planning, programming, training, policy and compliance for the Office of Counterintelligence Program Management Division.
