The ideal candidate for this position will have previous experience applying analytical and evaluation methods to relevant industry data sources, sufficient to lead or participate in projects, programs and related activities associated with the Office of Marine Safety program operations. Additionally, familiarity with accident investigation methodology and practices will be valuable. QUALIFICATIONS FOR THE GS-14 LEVEL: You must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: Using data analytics to evaluate program operations to identify efficiencies; and recommend changes in work methods, policies, and organizational structure to improve program results, and to efficiently utilize assets. Experience organizing a major project such as a board meeting, hearing, symposium, forum; and Experience developing a report for Congress or other equivalent executive board while liaising with organization stakeholders on the review and comment process, conducting research sourcing multiple regulatory databases for information related to the subject matter as necessary, and providing accurate interpretation and media necessary for the report. This position is assigned to the Office of Marine Safety (OMS), National Transportation Safety Board (NTSB) and reports to the Deputy Director, OMS. This expert serves as the Program Management Officer for OMS. The incumbent is responsible for the development of plans and programs, policies and procedures, and assists the Directors by providing guidance, advice and counsel on policy matters, human resources, office operations, product management, assets, and other functions of the Office.
