To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: Evidence of strategic planning, program operations, policy development, data analysis, program/project implementation. Preferred Experience: Currently holding, or eligible for, clinical licensure; three or more years of Readjustment Counseling Service Vet Center experience as a Vet Center Director or equivalent demonstrating clinical supervisory experience in a mental health setting. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: Basic Requirements – Degree: behavioral or social science; or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to the Individual Occupational Requirement (IOR), you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing mid/upper-level administrative and management guidance in a major health care or benefits delivery system; experience and training that includes combat experience, non-combat military experience, direct readjustment or other psycho-social service provision for combat Veterans, service members and their families; providing overall operations for a readjustment counseling delivery system; program and policy development related to readjustment counseling; counseling practice casework experience; overseeing and approving budget and financial plans; developing short and long term goals for a major health care or benefits delivery system; assessing and analyzing the productivity, effectiveness, and efficiency of program operations; devising solutions to program operations; and providing technical advice and assistance on program operations.. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Due to the widespread geographical area of responsibility, the position requires a commitment of up to fifty percent travel. The position requires that the incumbent must possess a valid driver’s license. Completing of his/her supervisory and oversight functions involves driving long distances between Vet Centers and other VA or community partner facilities. The Deputy District Director has overall responsibility for planning, organizing, directing, coordinating, reviewing, evaluating, and improving readjustment counseling administrative and support operations within their area of responsibility. The incumbent provides leadership and managerial oversight in the following areas: systems and business management; strategic planning; quality assessment and improvement; human resources; professional staff management; and personal leadership and ethics.
