Mandatory Requirements: Expert knowledge of the IC, Department of Defense, OMB, and Congressional budget processes and procedures. Expert knowledge of research methodologies to evaluate intelligence programs, analyze issues, and make recommendations to leadership. Demonstrated experience working across the Intelligence Community and the Office of the Director of National Intelligence. Demonstrated expert ability to evaluate and integrate differing viewpoints into an IC perspective in order to increase a comprehensive understanding of key issues and communicate alternative perspectives. Strong program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, to identify needs and requirements, and to develop non-linear process improvement recommendations for implementation across the IC. Proven ability to manage competing priorities, under strict deadlines, while maintaining a high-level of attention to detail. Demonstrated ability to brief senior leaders and communicate complex concepts and technical details to audiences in the executive branch and Congress. The ability to hold and maintain a TS/SCI clearance. A Bachelor’s degree.
The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFOs three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.
