BASIC REQUIREMENTS: Applicants must meet the Basic Requirement for the 1102 Series as described below: Completion of all mandatory training (FAC-C/DAWIA) prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years’ experience in contracting or related positions. At least 1 year of this experience meets the specialized experience in Question 6 below; AND, I have a 4-year course of study leading to a bachelor’s degree, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government. To qualify for the GS-13: Applicants must have one year (52 weeks) specialized experience at the GS-12 grade level or equivalent pay band. This experience includes all the following: Using acquisition-related automated systems to perform procurement analysis. Conducting pre-award and post- award independent reviews for the acquisition of complex supply, equipment, and services procurements. Researching and interpreting Federal laws, regulations, and statutes, as well as agency directives, procurement regulations, policies, and guidance. OR Currently occupy a GS-1102 position and meet the specialized experience noted above. NOTE: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. Applicants must meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. “Experience” refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. PHYSICAL DEMANDS: The work is primarily sedentary. WORK ENVIRONMENT: The work is normally performed in an office setting.
This position is part of the WAPA Headquarters. As a Procurement Analyst, you will be responsible for program management, policy compliance, development of policies and procedures, and serving as a liaison to one or more procurement offices. **This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified in the vacancy announcement.**
