To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below You may qualify based on your experience and/or education as described below: FOR GS-9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature Deal with readily observable conditions (e.g., office or shop layout, workflow, or working conditions) in written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. Assignments typically involve using qualitative and quantitative analytical techniques Formulating, affecting, interpreting, or implementing management policies, operating practices; committing the employer in matters with significant impact; waiving or deviating from established policies/procedures without prior approval; negotiating/binding the organization on significant matters Involved in planning long- or short-term organization objectives; investigates and resolves significant matters on behalf of management Represents the organization in handling complaints, arbitrating disputes, or resolving grievances Demonstrate proficiency in the use of Microsoft Software to include Word, Excel, and PowerPoint Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the undergraduate level. FOR GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Applicants experience should reflect direct specialized experience; applicants selected at this level will be expected to perform the full range of duties for this position with little to no direct supervision. Examples of specialized experience would typically include, but are not limited to: Specialized experience is the same for this grade level, but applicants must demonstrate a higher level of direct specialized experience to be considered. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. This position is in the Geriatrics Nursing Service of Nursing/Patient Care Services. The incumbent serves as the Administrative Officer (AO) supporting management in meeting the goals and objectives. The incumbent reports directly to the Geriatric Service Chief Nurse as the immediate supervisor with collateral reporting requirements to the Associate Director, Nursing and Patient Care Services. This position demands a high level of administrative expertise across a broad spectrum.
