All qualifications must be met by the closing date of this announcement-11/15/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. You must meet one of the following Basic Qualification Requirements at the time of application: Basic Education Requirement for the Historian, GS-0170 Degree: history; or related field that included at least 18 semester hours in history. -OR- Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education. -OR- Basic Education Requirement for the Museum Curator, GS-1015 Degree: museum work; or in an applicable subject-matter field. -OR- Combination of education and experience – courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. -OR- Four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as shown above. – AND – To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience includes but is not limited to: evaluating proposals, undertakings, and other projects to determine cultural resources impacts in at least two areas including historic structures, cultural landscapes, archaeological sites or ethnographic resources; makes and recommends the cultural resource compliance pathway and mitigations as required under the National Historic Preservation Act (NHPA); prepares written documents such as Section 106 NHPA and tribal consultation letters, uses a database to document cultural resource concerns; helps to develop scopes of work and government cost estimates for cultural resources projects; researches and assists management with Cooperative Agreements, Interagency Agreements, and Memoranda of Understanding. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a PhD or equivalent doctoral degree in an accredited educational institution concentrated in a field that is directly related to the work of this position such as history, museum studies or other directly related subject matter. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have 6 months of specialized experience (50% of the experience requirements) combined with 45 graduate semester hours of education as outlined above (50% of the education required to qualify). Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. You must include transcripts and hours worked per week on resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
