Specialized Experience: To Qualify for the GS-9 Level, you must possess one of the following: Knowledge of and skill in applying analytic and evaluative methods and techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Ability to manage information in accordance with Federal and DHS directives. Knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures to conduct studies to identify, analyze and recommend solutions to problems. Skill in preparing, organizing and delivering briefings to managers on findings and recommendations. Ability to communicate both orally and in writing to prepare and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. To Qualify for the GS-11 Level, you must possess at least one year of specialized experience, equivalent to the GS-9 level, in the Federal Service, or comparable experience not gained through Federal Service. For this level, specialized experience is defined as: Knowledge of the missions, objectives, and programs to include the internal workings of the organization, and the role played by the organization in the DHS Mission. Knowledge and skill in applying analytic and evaluative methods and techniques to issues or studies concerning the efficiency of management and program operations. Knowledge of pertinent laws, regulations, policies, and precedents that govern management and administrative operations of the organization. Knowledge of administrative management systems and procedures. Knowledge of civilian structure, missions, programs, and organizational relationships. Knowledge of the major program goals, work processes, and administrative operations of I&A. To Qualify for the GS-12 Level, you must possess at least one year of specialized experience, equivalent at the GS-11 level, in the Federal Service, or comparable experience not gained through Federal Service. For this level, specialized experience is defined as: Knowledge of the governing objectives and policies adhered to by DHS and the techniques and procedures associated with recruitment Knowledge of personnel practices, position management, performance standards, and related matters to serve as an effective management consultant in the HC area Skill in assembling facts and projecting future needs to support recommendations. Interpersonal skills in presenting recommendations to management. Knowledge of administrative management systems and procedures, reports and techniques. To qualify for the maximum GS-13 level, you must possess at least one year of specialized experience, equivalent at the GS-12 level, in the Federal service, or comparable experience not gained through Federal service. Other grade offers will be dependent upon relevant education and experience as assessed. Expert knowledge of analytic and investigative techniques for analyzing and assuring the effectiveness, efficiency, and productivity of the administration. Expert knowledge of the governing objectives and policies adhered to by DHS and the techniques and procedures associated with recruitment. Expert knowledge of information requirements to develop and sustain meaningful indicators within the organization to promote an accurate understanding of activities and performance.
This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (l&A), Nation-State Threat Center (NST). The primary purpose of this position is to serve as a Management and Program Analyst (MAPA) in the Nation-State Threat Center (NST) Front Office supporting both leadership and key operational activities of the Center.
