In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712 + IOR. ***This is a Community College of the Air Force GS-1712 positions*** Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate’s degree in order for the school to meet accreditation criteria. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes development, evaluation, and instruction of a training program; applied knowledge of the methods and techniques of instruction; practical knowledge of civil engineering; resolving normal classroom problems and make outside contacts for supplemental information and materials; making recommendations for course modification; supervising military and civilian instructors; planning and scheduling work to be accomplished by subordinates; setting and adjusting short-term priorities; assigning work in consideration of employee skills and mission requirements; and finding ways to improve quality, timeliness, and efficiency of work OR EDUCATION: Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of U.S. Air Force Emergency Management career field capabilities/responsibilities. Certified Hazardous Materials Technician, knowledge of the incident Command System, Certified in ICS100/200/300/400/700/800 courses and also knowledge of toxic agent training courses. Knowledge of safety and security regulation, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organizations. Ability to communicate effectively, both orally and in writing. Knowledge of principles, practices, and techniques of instruction. Knowledge of instructional design and materials development for assigned courses. Minimum degree requirement of an Associate’s Degree in Emergency Management from CCAF or a recognized accredited college or university. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
