Individual Occupational Requirements (IOR): The 0671 Occupational series has an IOR that must be met: Undergraduate and Graduate Education: Major study – hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual’s progress and appropriate adjustment of the training program. AND GS-15 grade level: One year of specialized experience (equivalent to the GS-XX grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA’s) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Expert knowledge of the various phases of agency Software Development Lifecycle (SDLC) is sufficient to lead digital service product and solution development, to include AI applications. This includes the following: Mastery of, and skill in applying software design concepts and methods; relationships among multiple IT disciplines; the IT infrastructure; and project management principles and methods sufficient to lead a multi-functional development project in software analysis, design, development, and implementation for a new system or major enhancement to an existing system; perform, analyze, and synthesize user research; draft project plans; identify resource requirements; assign tasks to project members; report progress; ensure customer and management involvement throughout the software development process; resolve critical issues affecting the configuration of the IT infrastructure; and coordinate the demonstration of new and enhanced applications to customers and management. Expert knowledge of contracting and multi-year budgeting principles. This includes the ability to define contract scope through drafting of Performance Work Statements (PWS), represent the Program with VA contracting organizations, assemble contract acquisition packages, define and monitor vendor Service Level Agreements (SLA)’s, identify Scope of Work, define project requirements, evaluate quality of associated contract deliverables for acceptance or rejection, and setting and monitoring timelines. Mastery knowledge of laws, regulations, policies, and security and privacy in order/sufficient to manage the design, development, implementation, modification and maintenance of the technologies associated with all sources of data. Mastery knowledge of, and skill in applying, health care systems development methodologies sufficient to inform digital health product and project development. Mastery knowledge of and skill in applying VA and cross-agency AI priorities and policies to inform digital health technology innovations. Broad knowledge, and skill in applying, a wide range of health systems issues (e.g., accessibility, security), mobile and Web development methods, requirements and procedures used government-wide and within the private sector sufficient to make decisions and recommendations regarding digital health products and projects. There is no educational substitution for the GS-15 level but you may use education to meet the IOR for the 0671 series. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The position is within the Digital Health Office (DHO), the Digital Health Experience and Integrated Product Management Office (DHXp) and reports to the Executive Director in DHXp. This role serves as Director, Product Delivery and places a strong emphasis on Veteran and Care Team digital experiences when building, delivering, management of products and solutions in collaboration with program office partners.
