To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience with coordinating national policy meetings and conference events with internal and external stakeholders. Experience building and sustaining relationships and partnerships with a variety of Federal, state, and local government, the public, and private sector stakeholders to identify challenges and solutions to strengthen safety and risk reduction initiatives. Experience developing national program communications materials such as summaries, reports, speeches, and responses to inquiries, and conveying safety issues to audiences with varying information requirements at national conferences, forums, trade shows, and symposia. Experience associated with damage prevention, public awareness, public engagement, and other pipeline safety initiatives. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Organizational Performance Analysis: Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; include methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. Problem Solving: Identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and to make recommendations. Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Written/Oral Communication: Recognize or use correct English grammar, punctuation, and spelling; communicate information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds app. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This position is located in the Operations and Standards Review Division of the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety (OPS). The Operations and Standards Review Division is responsible for strategically developing pipeline safety programs to address emerging pipeline safety technical issues and risks to align with PHMSA and pipeline safety priorities, including national damage prevention, public awareness, and public engagement efforts.
