To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 Level in the federal government independently performing and leading employee and labor relations program administration for an organization. Examples include: guiding and advising managers on labor-management relations and employee relations issues; interpreting and applying employee/labor relations related polices; planning, evaluating, and implementing solutions to improve service delivery of employee and labor relations programs; providing authoritative guidance on union negotiations, conduct, performance, attendance, and dispute resolution. In addition to the specialized experience, applicants must meet the selective factor below to be found qualified. Please ensure that the experience is identified in your resume. 1) Must possess in-depth expertise and experience in interpreting and applying federal labor laws, regulations, and policies related to Labor Management Relations (LMR) and Employee Relations. This includes demonstrated experience in developing labor relations policies and strategies, providing authoritative advice to executive leadership on labor relations issues, and negotiating with labor organizations to establish and maintain effective working relationships. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
This Supervisory Human Resources Specialist (Employee & Labor Relations) position is located in the Workforce Relations Branch (WRB), Division of Human Resource Management (HRM). The incumbent will be responsible for managing and overseeing the National Science Foundations (NSFs) Employee Relations (ER) and Labor Relations (LR) Programs by providing consultation and authoritative advisory services and policy interpretations to NSF senior management.
