This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 You may qualify at the GS -14 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Identifying joint and multi-Service level strategies to implement the capabilities to support development of the future Joint Forces; Preparing research, reviews, assessments, and evaluations of future joint capabilities to lead development of new or improved evaluation/assessment analysis, analyze/review metrics that quantitatively capture the advantages/disadvantages of new capabilities and approaches to complex operational challenges facing the future Joint Force, and identify associated warfighting operational capability gaps, plus the means to determine the measures and measurement collections devices to be used; Identifying statistical analysis techniques to lead, review, and develop joint capability analysis plans, data collection plans, and final reports to ensure analytical standards have been met; Applying the mathematical techniques to devise new or improved methods and alternative analytical approaches or techniques to support the design and analysis of event results and data from future joint capabilities; Preparing Joint Staff operating procedures to lead efforts to plan, schedule, and provide professional development forums and training for the analytical workforce, and provide expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the GS-1515 series: REQUIRED: Degree in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. The incumbent provides advice and analysis to senior staff and managers within the Joint Staff, Combatant Commands, and Services, regarding operational issues of major importance to the Department of Defense (DOD) for joint capability development and implementation.
