Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band. The ZS-5 is equivalent to the GS-9/10 grade levels. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the ZS-5, You must possess one full year (52 weeks) of specialized experience equivalent to the GS-8 or ZS-4 level in the Federal service. Specialized experience is defined as experience: Applying staffing techniques and making qualification determinations of applications; and Responding orally and in writing to requests for information or telephone and email inquiries; and Utilizing a wide range of office automation software to produce documents, reports, and/or spreadsheets; and Providing human resources support services to an office or organization (recruitment, selection and placement of employees) OR A master’s degree or 2 academic years of progressively higher-level graduate education in a course of study (e.g. Human Resources) that directly reflects the job-related KSAs/ competencies necessary to perform the duties of the position. OR A combination of the above graduate-level education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
