THIS IS A REANNOUNCEMENT – CANDIDATES WHO APPLIED TO 4U-AFPC-12579419-598093-JMB MUST SELF-NOMINATE FOR THIS ANNOUNCEMENT IN ORDER TO BE CONSIDERED FOR THIS POSITION. In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of established principles and procedures applicable to duties in one or more program areas sufficient to solve standard problems involving routine aspects of environmental protection; Knowledge of applicable Federal, State, and local environmental laws, regulations, and precedent decisions governing operations and construction projects on the installation, and other guidance to make recommendations concerning assigned compliance projects; Practical knowledge of Occupational Safety and Health Administration, Air Force Occupational Safety and Health, and Federal regulations; Knowledge of the policies, organizations, operations, work practices, and environmental regulations of federal agencies, state agencies, or other local entities which provide information and evaluate compliance programs; Knowledge of general industrial and construction processes, methods, techniques, materials, and equipment to determine compliance with environmental regulations and standards or to determine the need for mitigation. OR EDUCATION: Master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of established environmental protection principles, concepts, and methods of environmental protection program work to perform a variety of duties involving the management, coordination, monitoring, oversight, or evaluation of routine programs, projects, or activities. Knowledge of recognized reference standards, regulatory requirements, and pertinent stan1tes sufficient to assure environmental compliance and provide routine technical assistance to operating personnel and managers. Knowledge of general industrial and construction processes, i:nethods, practices, techniques, materials, and equipment. Skill in conducting routine environmental compliance inspections. Ability to establish effective working relationships with others and work cooperatively as a member of a team. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The primary purpose of this position is to administratively support, improve, and manage one or more environmental programs under the guidance and supervision of senior environmental protection specialists; to perform highly technical field work under normal supervision; to assist environmental program managers as required.
