You must meet the United States Office of Personnel Management’s (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Administrative and Management Positions. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. GS-07: To qualify at the GS-07, an applicant must have 1 year of Specialized experience equivalent to the GS-05 grade level in the Federal Service. Specialized experience for this position includes: 1.Experience in assisting in the preparation of budget estimates and justifications; AND 2. Experience in providing routine information and advice to customers. OR 1 full year of graduate level education OR Superior academic achievement GS-09: To qualify at the GS-09, an applicant must have 1 year of Specialized experience equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes: 1. Experience in assisting in the preparation of budget estimates and justifications; AND 2.Experience in providing routine information and advice to business unit customers; AND 3.Experience in reviewing agency and office budget submissions for reasonableness, accuracy and conformance with procedures and guidelines. OR Master’s or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of the Chief Financial Officer (OCFO) Office of Planning and Budget (OPB) coordinates the development of detailed operational spending plans including major contracts and equipment purchases for each business unit within the Agency. The Office produces the annual Budget Submission to the Office of Management and Budget (OMB) and the Presidents Budget Request by coordinating, compiling and analyzing Agency resource requests in line with strategic priorities and performance goals.
