Specialized Experience To qualify at the GS-15 level, applicant must demonstrate at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service or equivalent public/private sector experience. For this position, specialized experience is defined as: Experience required in applying the art and science of multidisciplinary fields related to the development, procurement, and acquisition of complex information technology systems including the acquisition lifecycle framework, system acquisition policy guidance, resource management, acquisition planning baseline formulation and management, program performance management, cost estimation, risk management, schedule management, system logistics and sustainment, cyber-security, systems engineering. Experience knowledge of regulations, policies, and procurement methods and procedures as they pertain to the acquisition and deployment of information technology capabilities. Ability to lead, manage, plan, evaluate, and execute acquisition and systems development efforts essential for the successful execution of the Departments health security mission. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. Certification This is a Critical Acquisition Position; candidate must have significant IT systems development acquisition experience on programs of $50M or larger with demonstrable program or project management experience on agile IT software development programs. Additionally, candidate must possess in the acquisitions career field a Program Management Certification at the Intermediate/Level II, or be able to acquire certification within one year of employment. Note: If you currently possess the certification, you must include a copy of your certification as part of your application package or you will receive an ineligible rating. All requirements must be met by the closing date of the announcement. This position is located in the Department of Homeland Security (DHS), Office of Health Security (OHS), Health Information Systems and Decision Support (HISDS). The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the HISD acquisition program office as well as serve as the acquisition program manager for information technology acquisition programs.
