In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Service series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. NOTE: You must submit a copy of your transcripts. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. Teaching methods: Study of teaching strategies and learning styles of the adult learner. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes a broad professional knowledge commensurate with or equal to that found in Registrar and enrollment found at any two- or four-year civilian college. Through understanding of a wide range of theories, principles, concepts, standards, and methods of the discipline sufficient to carry out difficult and complex work assignments. Knowledge of the discipline sufficient to adapt precedents or existing strategies to meet unusual needs or special demands and to prepare, present, and evaluate plans, designs, reports and correspondence. OR EDUCATION: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of educational theories, principles, procedures, and practices as they relate to secondary, adult, and continuing education as well as an understanding of specialized guidance and counseling methods and techniques to successfully advise individuals regarding educational, vocational, and career needs and opportunities. Knowledge of concepts, procedures, guidance, and policies that govern the administration of the area of responsibility in order to develop, maintain, and improve degree programs. Knowledge of military and civilian occupations, occupational trends, and the physical, mental, educational, and experiential requirements of various occupations applied with a knowledge of educational institutions and their curriculum and programs to make appropriate recommendations. Skill in planning, developing, and directing adult education/training programs to include gathering facts, evaluating education/training needs, adjusting and improvements to accommodate program/service changes within existing resources without sacrificing quality/quantity. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, diplomacy, and respect. Skills in the optimal use of proprietary and generic office automation software, database programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, queries, and graphs. Ability to accurately gather, input, extract, analyze, review, evaluate, and report data pertaining to education programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
