A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (i.e Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. GS-13 To be selected at the GS-13 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. This experience is demonstrating practices, laws, regulations, policies, and precedents associated with personnel staffing, recruitment, and employee benefits within the Federal sector sufficient to provide comprehensive technical and consultative services to management. Applicants must have specialized experience in four HR areas: recruitment, staffing, and classification; workforce succession planning; compensation; benefits and leave; employee relations; performance and talent management; time and attendance; training and development; security/ suitability; AND Planning, managing, and advising management on the effectiveness of the human resources activities; AND Experience establishing and maintaining customer relationships and serving as a strategic business partner using consultative skills to provide management advisory services which includes a full spectrum of HR functions. GS-14 To be selected at the GS-14 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. This experience is demonstrating practices, laws, regulations, policies, and precedents associated with personnel staffing, recruitment, and employee benefits within the Federal sector sufficient to provide comprehensive technical and consultative services to management. This position requires the incumbent to obtain and maintain Delegated Examining (DE) Certification through the U.S. Office of Personnel Management. DE Certification is required for the incumbent to perform essential Staffing Policy and Compliance job functions related to DE activities. This position is located in the Office of Managing Director (OMD), Section of Human Resources (HR). The HR department provides the Board with the full range of Human Capital and HR operations and services. The selectee performs as a generalist, shares aspects of the programmatic responsibilities of the Section of Human Resources, and provides advice and guidance to senior management, supervisors, and staff/employees as needed.
