In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include knowledge and skill in applying analytical and evaluative planning methods, procedures, and techniques to conventional issues concerning the efficiency and effectiveness of protocol operations. Practical knowledge of the organization, programs, mission, and functions of the assigned organization and agency in order to plan, schedule, and coordinate protocol responsibilities. Knowledge of proper protocol courtesies to bestow on visitors primarily from within the Department of Defense and commonly found throughout the agency. Ability to research special protocol and visiting requirements of high ranking officials to include general officers on occasion as well as knowledge required to determine appropriate procedures, honors and level of involvement required by organization leadership. Knowledge of standard office automation software programs for use on a personal computer in an office environment, e.g. Microsoft Office. OR EDUCATION: I have successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. or LL.B. or J.D., if related. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master’s or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of, and ability to successfully apply, communicate clearly and effectively (both orally and in writing) military protocol, etiquette manuals and guides, USAF and Command policies, regulations, agency policy, practices and procedures to organize and oversee protocol events while applying standard protocol courtesies to be accorded to distinguished visitors primarily from the United States and within the Department of Defense 2. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM&W) Funds and Operations and Maintenance Funds (O&M) and skill in applying basic resource, budget and funds management. 3. Knowledge of organizational components and functions located throughout the agency. 4. Ability to independently plan individual workload to meet deadlines and coordinate event support requirements with a variety of organizations and use various office automation software such as Word, Excel, and PowerPoint. Knowledge of correct grammar, spelling, punctuation, capitalization and format to prepare and edit written correspondence and reports’. Ability to apply problem solving techniques to a wide range of complex planning situations and guide implementation of solutions. 5. Knowledge of concepts, principles, and practices of a public affairs program and written and oral communication principles, methods, and techniques to conduct and coordinate public affairs activities to develop intercommunication between the agency and a variety of audiences. 6. Skill in gathering, evaluating, and interpreting information to identify potential problems, arrive at valid conclusions and offer meaningful recommendations and/or resolutions to assignments including ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
